A special House meeting was called today to discuss the budget presentation in the North Delhi Municipal Corporation. Instead of detailing the corporation’s accomplishments and future objectives in the budget address, the house leader, BJP’s Chhail Bihari Goswami, decided it was appropriate to engage in filthy political antics. He was heard talking about the Delhi government’s efforts to combat pollution and dengue fever, as well as the new excise policy and the cleaning of the Yamuna. AAP’s Shri Vikas Goel, the Leader of the Opposition in the North MCD, asserted that the Leader of the House had made false claims demanding baseless dues from the Delhi Government. At the same time, the South MCD owes rent worth Rs 2833 crores to the North MCD and both are run by the BJP. The BJP accepted its shortcomings but didn’t think it was important to explain why such oversight took place. This shows the two-facedness of the Leader of the House.
AAP’s North MCD Leader of Opposition Shri Vikas Goel said, “Today, the North MCD budget was presented. Surprisingly, the Leader of the House, Chhail Bihari Goswami, thought it important to outline the false allegations about the Delhi Government rather than the corporation’s accomplishments in the BJP’s reign. He was heard talking about the Delhi government’s efforts to combat pollution and dengue fever. He remarked on the Delhi government’s decision to allow the reopening of liquor stores. He deliberately targeted the Delhi government to disguise his and the North MCD’s failure under BJP’s control. He didn’t shy away from dirty politics in this case, either.”
He added, “The Leader of the House began chanting the same old false melody that the Delhi Government should release the Corporation’s outstanding funds. While everyone is aware that the central government has been providing the Delhi government with only Rs 325 crore per year for the past 16 years. That, of course, is insufficient. The issue of South MCD not paying its rent to the North MCD for the past several years also came up in the House. That means, the South MCD has a debt of Rs 2833 crore. So he brazenly said it, but he didn’t think it was appropriate to explain why. I don’t understand why, if he wants to get money from the Delhi government, he can’t get it from his own South MCD.”
While addressing the property tax debate, Shri Goel said, “The House did not enact the declaration of no house tax for residential properties up to 50 square metres. He also didn’t say how those who overpaid property taxes or factory licence fees would be compensated or refunded. The Leader of the House has revealed that the advertising department has only assigned 39 clusters out of a total of 60. Years have passed since the last 21 clusters and 74 unipoles were tendered. As a result, the corporation loses crores of rupees every year.”
He added, “Employees of the corporation have been waiting for regularisation for a long time. They are unsatisfied despite numerous announcements. The Leader of the House now says that only the Safai Karamcharis who were appointed till 2003 would be regularised. He also failed to make any announcements regarding the DBC employees’ regularisation. He also refused to make any arrangements to pay his employees’ salaries on time or to provide pensions to retired personnel. He has stated that MCD will provide jobs and financial aid to the dependents of employees who died as a result of the Corona pandemic. Despite the fact that the same declaration was made last year as well, no dependent has been granted a job. The Corporation has not announced any new projects.”
He continued, “The state of the corporation’s schools is well-known to all. The Leader of the House had no plan to improve education or schools. Every year, however, the number of the corporation’s schools decreases. In these schools, there are fewer students. It is apparent that the BJP is unconcerned about the children’s future. When we mentioned selling the corporation’s properties, he began avoiding it. Even when it came to the BJP’s corruption, they remained silent. They clearly lack the courage to explain themselves. Every day, BJP leaders continue to encroach land illegally. The BJP did not even provide a strategy to ban such construction works.”
He stated, “Another example of the BJP-run MCD’s dirty politics came to light when the corporation’s audit report on the Rani Jhansi flyover revealed corruption of hundreds of crores. To avoid accountability, once again, the BJP leaders started singing its false praises. But how long could they keep the truth hidden? The Leader of the House has also provided no roadmap for resolving Delhi’s stray animal, stray dog, and monkey problems. There is no plan in place to improve MCD’s crumbling sanitation system. The BJP has not given any timeline for clearing the mountains of waste at the Bhalswa dump site either. The business audit report revealed numerous corruptions, which they did not even clarify. Many acts of corruption were discovered in the corporation audit report, but the BJP refused to give any clarifications. In his budget speech, the Leader of the House was only observed practising whataboutery. They’ve concluded that the BJP isn’t going to return to the corporation’s power. It is quite fitting that the BJP’s misrule ended with this disaster of a budget.”
