Transport Department reopens applications for women drivers for encouraging more women drivers

All successful applicants who receive the LOI would be required to purchase the TSR and apply for registration on the Single Window portal of CESL within 45 days of issue of LOI

The Kejriwal Government has issued LOIs to electric auto drivers after just 3 days of allotment. Transport Minister Shri Kailash Gahlot today in an event handed over the first set of Letter of Intent (LOI)s to the owners of the first 20 e-autos in the capital, which included 10 female e-auto drivers. Shri Gahlot stated that the Delhi Government is taking a huge leap not just in reducing pollution and ensuring last mile connectivity, but also in establishing a strong female presence in Delhi’s public transport system. The event was also attended by Commissioner of Transport Shri Ashish Kundra and other senior officials of the Transport department. Representatives of FADA were also present during the event.

Shri Kailash Gahlot said “Congrats to all successful applicants who will soon be proud owners of Delhi’s first e-autos! Today, we’re taking a huge leap not just in reducing pollution and ensuring last mile connectivity, but also in establishing a strong female presence in Delhi’s public transport system. I strongly urge only the women in whose name the e-auto is registered, to drive the autos, since we will be strictly enforcing the same. I especially would like to applaud the efforts of the Transport department for getting the entire process done at lightning speed, in spite of unexpected delays. We’ve simplified the entire process of owning an e-auto by enabling single window interfaces and allowing co-ownership with fleet aggregators too. Delhi is making a huge transition to EVs and in the next 2 months, Delhi will see hundreds of e-buses and thousands of blue and lilac e-autos running on its roads.”

In October last year, the Kejriwal government had launched a scheme for registration of 4261 e-autos of which 33%, i.e., 1406 e-autos as exclusively reserved for women drivers. To create awareness and for potential users of e-autos, the department had conducted a 7 day e-auto mela last year. To provide visibility and to ensure compliance and prevent misuse of the scheme, the department had also notified special colour scheme for these autos, normal e-autos in blue and women driven autos in Lilac. The Delhi EV policy in addition to a subsidy of Rs 30,000 also provides 5% interest subvention on loans and all information about payment of EMIs, balance loan and interest subvention claims etc.

Within 3 days of computerized draw of lots, the Delhi Transport Department has issued LOIs to the first 20 drivers of e-autos, half of which are women. The randomized draw was held on 14th February, Monday under the supervision of a Committee comprising senior officials of the Transport department and special invitee from the Department of Women and Child Development. To ensure transparency in the entire process, after successful draw, the following have already been put up on the website of the Transport Department www.transport.delhi.gov.in : list of all 20590 applicants who have applied for e-autos, list of 2855 successful male and 743 female applicants along with parental details and addresses, list of 285 waitlisted male applicants, list of first list of selected applicants along with deficiencies identified so that these can be rectified and considered.

In a move to promote entry of more women drivers in Delhi, the applications for 663 remaining applicants among the 1406 e-autos reserved for women candidates have also been reopened and the details of which have also been uploaded on the website. In case any slot still remains empty, then the LOI for the remaining e-autos from the women quota will be allotted to the DMRC with the permission to operate these e-autos through an aggregator/operator with a further condition that the same shall be driven by only the women drivers deployed by DMRC as part of last mile connectivity. It was also decided that post allotment in the woman quota, transfer of e-auto rickshaw should be permitted subject to the restrictions of five years only to a woman auto driver. The department has already received 25 fresh applications from female applicants since it reopened for female drivers a day ago. Female applicants can apply till 23rd Feb, 2022.

All successful applicants who receive the LOI would be required to purchase the TSR and apply for registration on the Single Window portal of CESL within 45 days of issue of LOI, or before 30.04.2022, failing which, the LOI will be deemed to be surrendered and the applicant included in the waiting list. The registration of the e-autos will only be allowed for persons having a valid PSV badge.

In order to ensure a hassle free ownership/ leasing process for e-auto, the department has allowed provision for purchasing e-autos from authorized dealers through single window system- www.myev.org.in developed by Convergence Energy Services Limited (CESL) wherein the dealer will act as single window interface for booking, completion of registration formalities. With this system, the LOI holder will get all information on a single platform about the approved e-auto models, prices, features, subsidy components and financing banks and NBFCs. The LOI holder can also have co-ownership with a fleet operator/ aggregator who can purchase the e-auto through a lease agreement with a willing LOI holder. This will ease financial burden on an e-auto owner and enable them to get ready access to the vehicle.
