NEW DELHI
In order to make Delhi a global destination for film production and attract tourism, the Kejriwal Government on Friday launched the ‘Delhi Film Policy 2022’. While launching the policy, Deputy Chief Minister Shri Manish Sisodia said, “Delhi Film Policy 2022 will create massive employment and economic development opportunities in Delhi along with attracting tourism to the national capital. The policy will help Delhi evolve as a brand, with more coverage on the silver screen and will instil a sense of pride among the people of Delhi. The policy will bring together the entire world of hospitality, tourism, transport, cinema and artists.”
Shri Manish Sisodia said, “The Kejriwal Government will also give subsidies to the filmmakers for film production in Delhi and would also encourage local people to be hired in the film industry. Under this Policy, a complete single window e-Film Clearance portal will be set up where filmmakers will be able to get approval from the required agencies based on their location in just 15 days through an online process. There are 25 such agencies which are available on this online clearance portal. Delhi Tourism and Transportation Development Corporation (DTTDC) will be the nodal agency for implementing this policy and services.”
“The Delhi Film Policy is a progressive policy of the Kejriwal government to help create jobs, boost the economy of the capital and instil a sense of pride among the people. Delhi Film Policy has been prepared after studying film promotion and tourism policies at the global level,” added the Deputy Chief Minister.
Ms Swati Sharma, Secretary (Tourism) and MD, Delhi Tourism Corporation, said that the Delhi Film Policy will set a good example of mutual collaboration between various agencies. She stated, “Under this Policy, up to 25 different government agencies including Delhi Government and Central Government are under one umbrella. All these agencies are now onboard a single platform (e-Film Clearance) to make Delhi a film hub at the national and international level. The e-Film Clearance, i.e, completely online single-window clearance mechanism was finalised by holding regular meetings with various agencies and other stakeholders like production agencies etc even during the Corona period through video conferencing sessions.”
Access to the Delhi Film Policy is available on the newly launched website of the DTTDC at www.delhitourism.gov.in. This website was launched by Deputy CM Shri Manish Sisodia today.
How to apply
For film shooting clearance in Delhi, one will have to visit the website of Delhi Tourism and apply for film shooting by clicking on the ‘e-Film Clearance’ icon. Then the online process will begin to get clearances from agencies where the shooting locations are Delhi Government and Central Government in a time bound manner.

The Delhi Film Policy 2022 intends to brand the national and international profile of Delhi through films. The following stipulates key objectives of the Delhi Film Policy 2022:

All film-shooting related clearances through Single Window e-Film Clearance in just 15 days
To attract filmmakers, the Delhi Government has prepared a complete online single window e-Film Clearance system. The filmmakers will get all the approvals related to film shooting online within 15 days. If any filmmaker wants approval before 15 days, then he will have to pay a premium fee. Earlier, filmmakers had to get approval from 25 different agencies for shooting a film in the city, which took a lot of time. Along with this, the Kejriwal government has tried to understand film branding and promotion by studying many international shooting locations. Thus, under this policy subsidy will be given by the government to the Filmmakers in the expenses incurred in making a film in Delhi. It will be decided on the basis of the point system which includes points on film location, branding of the location in Delhi, involvement of local artists in the film crew and support staff, expenses during pre-production, production and post-production of the film in Delhi. The Kejriwal government has allocated Rs 30 crore for the Delhi Film Fund which will help in branding Delhi as a national and international tourist destination from the point of view of film promotion.
Delhi Film Card to avail discounts on hospitality services
Filmmakers and production agencies will get a ‘Delhi Film Card’ which will be valued at Rs.1 lakh to avail special deals and packages in the city. Under the policy, tourism and hospitality companies will be empaneled with the tourism department. Delhi Film Card holders will get discounts on facilities like travel within Delhi, logistics, hotels, etc.
Special features of Policy: Delhi International Film Festival and Delhi Film Excellence Award
The Delhi International Film Festival and the Delhi Film Excellence Award are special features of the Kejriwal government’s Film Policy. Under this, Delhi will soon have its own International Film Festival and Delhi Film Excellence Awards will also be started in which not only the film stars but also the crew members will be honoured. It is to be noted that the Kejriwal government wants to make the Delhi International Film Festival as spectacular as the Cannes Film Festival, for this a delegation of DTTDC will go to the upcoming Cannes Film Festival and take experience from there to prepare the outline of the Delhi International Film Festival.
Delhi to be developed as Film Tourism Destination
To attract the film production agencies and promote Delhi as a film tourism destination, facilities and infrastructure related to film production will be developed in the national capital. A Film Shooting Promotion Cell will be set up in Delhi for this. Apart from this, a Film Development Cell and Film Advisory Body will also be formed to promote film production in Delhi. Here, the Delhi Tourism and Transport Development Corporation (DTTDC) will act as the nodal agency in coordination with all the stakeholders and film production agencies of the state.
