Staying true to Delhi Government’s resolve of providing 20 lac jobs in the next five years, Chief Minister Shri Arvind Kejriwal chaired a high-level meeting to review the progress of the ‘Rozgaar Budget’ today. The CM personally set targets and timelines for every single Delhi Government department to deliver 20 lac jobs in the next 5 years, in this vein. Divulging details about the progress, the CM stated, “I am confident that we will easily meet our targets and transform the job sector. Delhi Government’s announcement of 20 lac job opportunities is a first of its kind experiment in India. I don’t think any government has even attempted to touch such a target. This is definitely new and challenging for everyone. But just like Delhi has set benchmarks in education, healthcare and water-electricity supply, we will transform the job sector and set examples in it too. The biggest challenge in front of the country is employment but there are no job opportunities available at present. We aim to overcome that with our policies.” At the same time, Deputy Chief Minister Shri Manish Sisodia said that all department heads have been directed to expedite processing of files and decision making. The ‘Rozgaar Budget’ is the first time a budget with focus on details and practical aspects on a micro level has been made in the country with a commitment towards employment. Under the blueprint of the Rozgaar Budget, the Delhi Government to bolster the employment sector through policies like Redevelopment of Popular Retail Markets, Dilli Shopping Festival, Grade-A Retail and Food Spaces, Food Truck Policy, Cloud Kitchen Policy, Redevelopment of Dilli Food Hubs, Gandhinagar: The Grand Garment Hub, Redevelopment of Non-Conforming Notified Industrial Areas, Delhi’s Electronic City, Delhi Startup Policy, Delhi Wholesale Shopping Festival, Dilli Bazaar, Rozgar Bazaar 2.0, Regeneration of Conforming Industrial Areas, Delhi Solar Policy, Smart Urban Farming, Electric Vehicle Policy, Delhi Film Policy & Delhi International Film Festival, as well as by undertaking an Employment Audit of Delhi Government Departments.

Chief Minister Shri Arvind Kejriwal chaired a high-level review meeting on the progress of the ‘Rozgaar Budget’. During the budget announcement, the government had set a target of generating 20 lac jobs over the next five years. The meeting was convened in the presence of Deputy Chief Minister Shri Manish Sisodia, Industries Minister Shri Satyendar Jain, Environment Minister Shri Gopal Rai, Transport Minister Shri Kailash Gahlot and Dialogue and Development Commission Vice Chairman Shri Jasmine Shah along with high-ranking officials of all the departments concerned. The Chief Minister laid stress on the importance of creating more jobs in the backdrop of the country’s economic status and the need for progressive development.

Addressing the officials after the presentation of the progress reports, CM Shri Arvind Kejriwal said, “I believe that our announcement of 20 lac job opportunities, is a very novel move. With all the specific details that we’ve chalked out, I think this is perhaps a first of its kind experiment in the budget making exercise. I don’t think any government has even attempted to touch such a target. This is definitely new and challenging for everyone. But I want to assure the whole team that we’re all together in this and if we work with full cooperation and harmony then this will be very easy to achieve. The biggest challenge in front of our country is employment. Children don’t have jobs to take up. Let’s all work towards combating it within our timelines. If there’s any problem don’t sit on it, don’t wait for the next meeting. We all are available here. You can approach me, the Deputy CM, the Chief Secretary or any minister, but flag it as soon as possible. This will help all of us to find timely solutions. Employment generation may be a challenge, but we’ve proven in Delhi that nothing is impossible. The whole world is looking at us and appreciating how we’ve transformed education, healthcare, electricity and water. We will overcome all challenges and make Delhi an example in the employment sector too.”

The CM also shared details on Twitter and wrote, “We have set a target of creating 20 lakh jobs in the next 5 years in Delhi’s budget. Such work is being done for the first time in the country. I chaired a meeting of all departments today on this. Targets and timelines were set for each department. Everyone is very excited. I believe that we will definitely achieve our goal.”

Deputy CM Shri Manish Sisodia said, “We cannot afford to lose time on any front, hence the timelines that have been made are very tight. Every department is required to strictly adhere to these schedules, because once a delay occurs, it affects the entirety of a project and causes future hurdles. All heads of departments have to make sure that file processing and decision making is expedited. We will not tolerate any month old excuses in review meetings, say, three months from now. If you are facing any obstacles, it is your responsibility to overcome them at the earliest by whatever means necessary. Hence, the aim of today’s meeting was to ensure that every department understands its role properly as well as the right schedules that we are operating on. Some open minded thinking will be required from the point of view of land usage, because it is a crucial factor in increasing revenue and jobs for the government.”

At the same time, he tweeted, “CM Shri Arvind Kejriwal conducted a meeting to review details & expedite implementation of ongoing & new programs in the Rozgar Budget. Under his leadership, Delhi Government is committed to creating 20 lakh jobs in the next 5 years.”

Key Announcements under the Rozgaar Budget

  • Redevelopment of Popular Retail Markets will be taken up by the Tourism Department and DTTDC with an objective to select and redevelop the iconic markets of Delhi like Lajpat Nagar, Kamla Nagar etc. The Delhi Government will promote the iconic markets to create a brand around them to increase the sales and attract more customers from Delhi and rest of the country. This will increase employment by encouraging re-hiring of workers let go during COVID and to encourage new hires as sales increase. The Redevelopment of Popular Retail Markets project has a potential to generate 1.5 Lakh jobs in 5 years through the promotion, branding and infrastructural facelift of popular markets in Delhi.
  • Dilli Shopping Festival will also be led by the Tourism Department and DTTDC. The Delhi Government will host a shopping festival for 4-6 weeks in the months of September and October or February and March.
    Attractive schemes on Shopping, Entertainment and Food, and heavy discounts will be offered to the buyers. Discounts will be enabled by the Delhi Government through SGST refunds; as well as lotteries, prizes, scratch cards to customers. The project aims to attract more tourists during the festival and reconnect buyers and sellers in these markets. The Dili Shopping Festival has a potential to generate 1.2 Lakh jobs in 5 years.
  • Grade-A Retail and Food Spaces scheme will be taken up by the Transport Department to create Delhi the hub of experiential shopping and food and to satisfy the demand for malls and high quality food within Delhi. The Grade A Retail and Food Spaces scheme will utilise existing land on Bus depots for setting up world class food and retail hubs with a potential to generate 50,000 jobs in 5 years.
  • Food Truck Policy will be looked after by the Tourism department of Delhi Government with an objective to promote business opportunities for Restaurants and Cafes in Delhi, increase market size, gourmet offerings and unique food concepts. The ambitious Food Truck Policy will facilitate Delhi’s Night time economy by creating a policy enabling operation of food trucks at identified locations with a potential to generate 1,500 jobs in 5 years.

Cloud Kitchen Policy will be led by DSIIDC and the Industries Department wherein delivery only kitchens will be set up. The concept is emerging as a strong segment in the restaurant industry with changing consumer preferences. The number of cloud kitchens in Delhi have increased from 15,730 to 22,000 over a year. The industry creates a significant no. of jobs per 1 Lakh revenue generated (both direct and indirect gig jobs). The Cloud Kitchen Policy will look after the development of a policy legalising, regularising and facilitating operation of cloud kitchens in Delhi with a potential to generate 30.000 jobs in 5 years.

The Redevelopment of Dilli Food Hubs scheme will be taken up by the Tourism Department to promote visibility of the “iconic” food hubs of Delhi. It aims to expand and create business opportunities for MSMEs by creating safe, hygienic and attractive food zones to enhance the overall customer experience. Under the Redevelopment of Dilli Food Hubs project promotion, branding and renewal of iconic food hubs in Delhi will be taken up with a potential to generate 6,000 jobs in 5 years.

  • Gandhinagar: The Grand Garment Hub: the project will be taken up by the Industries Department and the DSIIDC with an objective to protect and grow 8.25L+ employment opportunities linked with retail, wholesale trade and manufacturing. Create opportunities for 10,000 manufacturing units to grow by being regulatory compliant. Rebrand and reposition the hub as “The Garment Destination of Delhi;” with a homegrown tag of “Readymade in Dilli'” as a unique identifier of quality. Under Gandhinagar: the Grand Garment Hub scheme, redevelopment and promotion of both manufacturing units and the retail market in Gandhinagar will be taken up with a potential to generate 43,000 new jobs in 5 years.
  • Redevelopment of Non-Conforming Notified Industrial Areas under this project the Industries Department will protect 51,000 units under the threat of closure after June 30, 2022 already impacted with OVID-19, Grow mass 15.55L + blue-collar job opportunities. The Delhi Government will look after the provision of regulatory clarity to enable growth such as accessing credit, focused growth strategy, clean and safe working environment, tax compliance, licensing fee etc. By redeveloping Non-Conforming Notified Industrial Areas, the government will provide support for redevelopment of 25 notified non-conforming industrial areas with a potential to generate 6 L+ new jobs in 5 years.
  • Delhi’s Electronic City The project will be handled by the Industries Department by investing in ‘Green Clean Sustainable’ Industries for the future. It will facilitate MSME component manufacturers to cluster around anchor units and thus, add to job opportunities. By setting up Delhi’s Electronic City, the Delhi Govt will set up clusters of electronics design and manufacturing units to satisfy both Delhi’s and all India demand for electronics with a potential to Generate 85,000 jobs in 5 years.
  • Delhi Startup Policy will also be looked after by the Industries Department and DSIIDC. It will offer fiscal and non-fiscal incentives to recognised entrepreneurs and startups, empanel mentors, subject matter experts and investors and build a digital network of co-working spaces, incubators and fabrication labs. Under the Delhi Startup Policy, the government aims to make Delhi the hub of startups through developing a niche startup policy for Delhi with a potential to generate 9L jobs in 5 years.
  • Delhi Wholesale Shopping Festival managed by the Tourism Department will reinstate Delhi’s position as a trading and business hub, provide employment opportunities in wholesale trade, boost wholesale trade through incentives and branding. Under the Delhi Wholesale Shopping Festival promotion of wholesale trade in Delhi through hosting a large-scale shopping festival in the city would be done.
  • Dilli Bazaar will be Delhi’s own digital platform with an objective to help the local sellers of Delhi reach a larger customer base worldwide, offer virtual market tours to get the experience of the physical market. Every seller to have its own store-front available 24*7, ensuring ‘pandemic-proofing’ of business. Under the Dilli Bazaar project, the government will further connect the local sellers and buyers on the Dilli Bazaar platform to boost Delhi’s local economy.
  • Rozgar Bazaar 2.0 will be handled by the Employment Department and Delhi Government’s DSEU with an objective to initiate an integrated job matching platform to facilitate employment linkages and livelihoods of job seekers in Delhi. It will use advanced functionalities like smart matching, employer verification, placement tracking for advanced job matching. It will also offer value added services like killing, career guidance, skill credentialing and automated analytics services for providing support beyond just employer employee linkage through a physical model for the digitally disconnected population of Delhi.
  • The Regeneration of Conforming Industrial Areas will be taken up by the Industries Department to utilise the dysfunctional and sick land parcels on existing industrial areas and engage them in alternative economic use, increase economic activity within Conforming Industrial Areas and generate employment opportunities by promoting labour intensive manufacturing and service industrial activities within these areas. Through this, the government will rebrand and reposition Delhi as “The City of Business”
  • The Delhi Government will also generate green jobs through the Delhi Solar Policy by introducing a new solar policy to achieve the target of taking the installed capacity or solar plants to 2500 MW (peak) with a potential to generate 10,000 jobs in 5 years; the Smart Urban Farming Initiative has a potential to generate 25,000 jobs in 5 years; the Electric Vehicle Policy will integrate EVs in Delhi’s transportation systems and develop charging infrastructure across Delhi with a potential to generate 25,000 jobs in 5 years
  • Through Delhi Film Policy and Delhi International Film Festival, the government will create a single window clearance for approvals and conduct a film festival to make Delhi a film destination.
  • Employment Audit of Delhi Government Departments will be taken up along with the development of an app to record, monitor and track existing workers and new employment generation within government departments.

Under the blueprint for the generation of the 20 lac jobs under the Rozgaar Budget, it has been discovered that there are 1.68 crore people out of the population of over 2-3 crores in Delhi that are eligible to take up jobs. However, merely one-third of the 1.68 crore eligible people are employed at present. Hence, the Kejriwal Government aims to take this 33% employment figure up to 45% over the next five years. So around 20 lac job opportunities will be created. This is the first time a budget with focus on details and practical aspects on such a micro level has been made in the country. Jobs will be created in the following eight sectors: retail, food & beverage, logistics & supply chain, travel & tourism, entertainment, construction, real estate, green energy. Each sector has been supported with detailed schemes on how these jobs will be created.
