Chief Minister Shri Arvind Kejriwal pitched for spreading the vision of Babasaheb Ambedkar among the masses as he addressed a function to commemorate his birth anniversary today. He stated — The opposition is fiercely protesting our decision of honouring Babasaheb in Delhi Government’s offices, but I have resolved to take Babasaheb’s mission forward and spread his message as fiercely as the protests. I have pledged to fulfil the dreams of Babasaheb and will ensure the highest level of education for every child of the country. On the occasion of the Birth Anniversary of Babasaheb Dr. Bhim Rao Ambedkar, a state level function was organised by the Kejriwal Government at the Thyagraj Stadium. Chief Minister Shri Arvind Kejriwal presided over as Chief Guest at the function. Social Welfare Minister Shri Rajendra Pal Gautam, Environment Minister Shri Gopal Rai and Food and Civil Supplies Minister Shri Imran Hussain also graced the occasion. Besides the Ministers, a large number of MLAs and Municipal Councillors also attended the event along with about 6,000 people from all over Delhi. The spiritual-musical program saw renditions of the Dhamma Geet as well as felicitation of students coached under the Jai Bhim Mukhyamantri Pratibha Vikas Yojna and the launch of the trailer of ‘Jai Bhim’ – an animated film on the life of Dr Ambedkar.
As Shri Arvind Kejriwal stepped onto the stage to address the gathering, the crowd reverberated the venue with chants of ‘Jai Bhim’. The CM said, “I have been a devotee of Babasaheb since my childhood. As I read more about him, I get fascinated by his ideals and his vision. They compel me to believe that he is perhaps the greatest son of this soil born over the last few centuries. I don’t say this for the sake of it. His life stands testament for it. His community faced discrimination and were considered untouchables. His family had barely anything to survive on. The school he went to made him sit separately outside the class. He wasn’t allowed to drink water from the vessel unless a peon poured it towards him from a distance. Yet Babasaheb gave the highest importance to education in his life. The same man who faced these sufferings, not just went abroad, but got PhDs from London School of Economics and Columbia University. In 1913-14 he took admission in Columbia University. There was no internet, no mode of gathering information. I often wonder how he’d have managed to get hold of the forms of admission to the university. It just amazes me that with all the difficulties he faced, how did he get to know of Columbia, and how he admitted himself there. After getting a PhD from Columbia, he went to London School of Economics to get a PhD from there as well. Despite all the facilities and riches of life that we have been bestowed with today, the ease of the internet, if our children today want to get admission in the London School of Economics & Columbia it is no easy task. I still can’t believe all of this is humanly possible for someone like us.”
He continued, “On 26th January, I declared that all Delhi Government offices will pay homage to Babasaheb and Bhagat Singh by putting up their portraits. We meant no disrespect to the rest of our forefathers but these two men have greatly impacted the foundation of which the Delhi Government stands. Seeing us praise them, the politicians lost their minds asking why we are honouring them and not those who these politicians want. We simply asked them to put up whoever’s portraits they want in their offices but we will put up only these two. Their hue and cry fuelled me to spread the ideology of Dr Ambedkar and Shaheed Bhagat Singh even further. I resolved to make it reach every household in this country. We developed a grand musical play on the life of Babasaheb. The audience’s response to it was overwhelming. It was the first time his life was depicted in such a manner. I stand here today and declare that the more these politicians protest against our praise of Babasaheb, the more we will celebrate his legacy.”
The CM said, “We’ve made lessons on his life compulsory in all Delhi schools. Babasaheb had a dream that every child in this country, whether rich or poor, must receive a good quality of education. He had to endure a lot of troubles in his path to getting a good education. He wanted that no child should have to undergo such hurdles to get educated in an independent India, no matter what the background – rich or poor, it is the right of every child to obtain the best form of education. He believed only this way can the country progress. However, even 75 years after independence, the politicians have not been able to fulfil Babasaheb’s dream. There are two systems of education in this country, private for the rich, public for the poor. They deliberately ruined government schools because they do not want the poor to get power. They want the poor to be caught in a cycle of poverty and not flourish. We came to power with a motive to change the system. A lot of people suggested that we mandate public education for the children of officers and ministers to change the system. We did not do that. We did not want the system to change for the sake of someone. We wanted to transform it equally for everyone. We made government schools so spectacular that they all would be compelled to send their children there.”
He further said, “We did not expect to change the system so quickly. It took us only 5 years. We thought it would take much longer because these leaders could not do it in 75 years. Today, the child of a rickshaw driver, judge and IAS. This year 3.75 lac children shifted to government schools from private schools. Earlier, people used to queue up at my residence for a recommendation for private school admissions, now they do so for government schools. I am delighted to see Babasaheb’s dreams be fulfilled like this today.”
The CM concluded, “I am extremely happy that the state of politics in the country too has changed because of us. Politicians have been forced to talk about schools instead of abusive politics and hooliganism. A competition of sorts has taken place for the quality of schools in the country. We label our schools as the best, the opposition comes to try to debate that instead of their hate politics. We go to Haryana, Gujarat and expose the drastic state of schools there, the ruling party comes to defend it. This is a great precedent. I have seen how opposition’s MPs have been trying to find shortcomings in our schools. One MP could find only a cracked tile in one school. One said there’s a wall without whitewash. I didn’t laugh or criticise them. I ordered the repairs to be made immediately. I welcome such politics. I welcome all these people to our schools to help us make them even better than they are. On the contrary, when Manish Sisodia ji went to Gujarat to see their schools, he was arrested by the government. I don’t understand why they did not seek our cooperation. But I’m happy that in the larger view, politics is shifting towards health and education and that’s a huge achievement.”
He added, “The President of the US is perhaps the most powerful man in the world. Two years ago the then President, Donald Trump came to India with his family. Upon arrival, his wife, the First Lady of the US, had only one demand. She wanted to see the schools of the Delhi Government. We checked if she does this everywhere. She did not. It was a first for her. It was a matter of pride for 2 crore Delhiites that she wanted to see a government school in Delhi. Some days back, Tamil Nadu CM Thiru MK Stalin came to see our schools. On Monday, Punjab CM Sardar Bhagwant Mann is bringing his whole troupe of officers to make them see what changes have been done in Delhi Government’s schools.”
Shri Kejriwal stated, “I have resolved to fulfil the dreams of Babasaheb and ensure highest standards of education for every child in the country. We have implemented a scheme called Jai Bhim Mukhyamantri Pratibha Vikas Yojna in the state. Growing up, I was enrolled in two coachings to prepare for IIT. It was because my family had the resources to afford that. But most families can not do so, we provide free quality coaching for economically disadvantaged SC/ST/OBC/EWS candidates to enable them to compete in Competitive examinations like Civil Service examinations, judiciary examinations, Defence Forces examinations, & Banking Services examinations and succeed in obtaining an appropriate job in Government/Public sector & also to secure admission for professional courses like Engineering, Medical, Law & Management in reputed institutes through 46 empaneled coaching institutes or through any other coaching institutes of their choice and such students would be reimbursed the coaching fee to the extent of the maximum prescribed fee under the scheme. Presently around 13,000 students are availing free coaching facility. Jai Bhim!”
Dreams was envisioned by the father of our Constitution have not been fulfilled because people are suffering from a stunting casteist mentality in the country: Rajendra Pal Gautam
On this occasion, Minister of SC-ST and Other Backward Classes Welfare Department, Rajendra Pal Gautam said, “The birth anniversary of Babasaheb Dr. Bhim Rao Ambedkar is being commemorated around the world today. History demonstrates that there was a time when there were no castes or religions in the entire world. Humans created religions to meet their needs, and some people created castes to benefit themselves. Castes do not exist in the United States, France, Germany, Italy, Japan, Australia, or New Zealand. There are castes only in India, and our society has suffered for three and a half thousand years.We should thank Dr. Bhimrao Ambedkar for granting equal rights to all of us, at least from a constitutional standpoint, through the Indian Constitution. He wished to create an India in which all citizens have equal access to quality education at no cost to the government, and all citizens have access to employment opportunities. The dream envisioned by our freedom fighters and those who framed our constitution has not been realised because of the country’s casteist mindset. However, at least in Delhi, CM Shri Arvind Kejriwal has emerged as a ray of hope for our country. It is his ardent goal to realise Babasaheb Ambedkar’s dreams. Whether one is rich or poor, regardless of caste or religion, we will provide them with equal opportunities without discrimination. On behalf of our entire community, I would like to thank CM Shri Arvind Kejriwal for establishing the Jai Bhim Mukhyamantri Pratibha Vikas Yojna, which has taken a step towards fulfilling the dreams of our country’s children. It has already begun in Delhi, and tomorrow it will spread to Punjab, Himachal Pradesh, Haryana, Gujarat, and the rest of the country. This flame of hope, which began in Delhi, will spread throughout the nation.
He added, “Shri Arvind Kejriwal has arrived as a beacon of hope for us. I strongly believe that when he leads the entire nation, he will break down all caste and religious barriers and treat everyone equally, and ensure equal opportunities for all. Only then, to an extent, the India of Babasaheb Dr. Bhimrao Ambedkar and Shaheed Bhagat Singh’s dreams will come to life. One can compromise on food and clothing, but should ensure proper education for their children at all costs, and keep them away from vices like drugs and addiction. This intoxication alone is capable of annihilating our races. Save your children from drugs and put them on the path of education; your children have the potential to become Dr. Ambedkar.”
Thousands of people showed up to witness the grand celebration of Ambedkar Jayanti
Today, on the occasion of Babasaheb Dr. Bhim Rao Ambedkar’s birth anniversary, the SW/SC/ST Welfare Department hosted a state-level function at Thyagaraj Stadium. The function’s chief guest was Delhi Chief Minister Shri Arvind Kejriwal, who paid floral tributes to Baba Saheb Dr. Ambedkar’s statue. Many dignitaries attended the function, including Deputy Chief Minister Shri Manish Sisodia, SW/SC/ST Welfare Department Minister Shri Rajendra Pal Gautam, Environment Minister Shri Gopal Rai, Rakhi Birla, Imran Hussain, and many MLAs and councillors. The government arranged for approximately 130 buses to transport people to this function. More than 6,000 people from all over Delhi attended and witnessed the grand ceremony.
The ceremony began with a Dhamma song
The grand state level function, which was held at Thyagaraj Stadium, began with the Dhamma song. Pava World Of Music Group from Mumbai presented this musical Dhamma song. Pava Group sang several songs about Babasaheb and Mahatma Buddha. The mega animation film ‘Jai Bhim,’ based on the life of Babasaheb Dr. Bhimrao Ambedkar, was screened. Babasaheb’s life philosophy and contributions to the country and society were depicted in this five-minute animated video. By pressing a button on the remote, CM Shri Arvind Kejriwal inaugurated the song from the animated film ‘Jai Bhim.’
Chief Minister Arvind Kejriwal handed out loans for business purposes
On this occasion, Chief Minister Arvind Kejriwal distributed Rs 2.50 to 3 lakh loan checks to approximately 15 beneficiaries to help them start or expand their businesses such as General Store (Grocery), Garment Business, Stationery Shop, and so on. Previously, DSFDC sanctioned a loan of 1.24 crore to 81 Delhi residents under this scheme in April 2022.

The Kejriwal Government has implemented the ‘Jai Bhim Mukhyamantri Pratibha Vikas Yojna’ to provide free coaching for the benefit of economically disadvantaged Scheduled Castes, Scheduled Tribes, and Other Backward Classes. 46. To enable SC, ST, OBC, and EWS students to compete in competitive examinations such as the Civil Services Examination, the Judiciary Examination, the Defence Forces, Group B and Group C Posts, and the Banking Services Examination and obtain government jobs. Coaching institutes have been approved for accreditation. Furthermore, the government reimburses such students’ coaching fees to the greatest extent possible if they take coaching from any other reputable institute of their choice in order to gain admission to professional courses such as engineering, medicine, law, and management. Currently, approximately 13 thousand students in India are benefiting from free coaching services under this scheme. Hundreds of Jai Bhim Mukhyamantri Pratibha Vikas Yojana students have been successful in gaining admission to institutes of their choice and employment in various government services. Taking advantage of this scheme, the Chief Minister recognised 12 such young people who were hired in other departments such as the Intelligence Bureau, banks, APFO, and the Education Department.

The SW/SC/ST Welfare Department of the Delhi Government runs several schemes for the socioeconomic development of Delhi residents from Scheduled Castes, Scheduled Tribes, and Other Backward Classes. The department is implementing nine scholarship programmes, five of which are funded by the government. Tuition fee reimbursement for SC, ST, and OBC students in public schools from grades 1 to 12, merit for SC, ST, and OBC students in colleges and vocational institutions. Scholarship Scheme for Students of Scheduled Castes, Scheduled Tribes, and Other Backward Classes, Dr. B.R. Ambedkar State Topper Award, Financial Assistance to SC Students Pursuing Higher Level Studies Abroad, Mukhyamantri Vidyarthi Pratibha Yojana, and 04 Centrally Sponsored Schemes namely Post Matric Scholarship Schemes for SC, Post Matric Scholarship Schemes for OBC, SC Pre-Matric Scholarship Scheme, and Pre-Matric Scholarship Scheme for Other Backward Classes are being operated. Approximately 16 lakh people have benefited from these programmes in the last three years. Aside from that, this department facilitates the work of the Other Backward Classes Commission and the Delhi Safai Karamcharis Commission by providing administrative and financial support.
Department giving vocational training to 1500 people
The Delhi Scheduled Castes Financial Development Corporation works under the Department for the Welfare of Scheduled Castes, Scheduled Tribes, and Other Backward Classes to develop and implement income generation schemes for the overall upliftment and development of this group’s beneficiaries. The department also provides vocational training to approximately 1500 people through the Apparel Training & Design Center (ATDC) and the National Small Industries Corporation (NSIC) so that people in these categories can develop their skills and knowledge, particularly in the trade. They can also become self-sufficient. Loans are made available under the Samagra Loan Scheme, the Transport Loan Scheme, the Big Loan Scheme, and the Delhi Self Employment Scheme to qualified applicants for the purpose of establishing the proposed unit. These schemes have benefited a large number of people from Scheduled Castes, Scheduled Tribes, and Other Backward Classes in recent years.
