Punjab Chief Minister Sardar Bhagwant Mann witnessed the Kejriwal Government’s monumental education & health revolution first-hand today. The Punjab CM expressed his desire to adapt the Delhi Model to transform Punjab. Delhi Chief Minister Shri Arvind Kejriwal guided the Punjab CM through a tour of Delhi Government’s world-class schools, hospitals and Mohalla Clinics and explained how the Delhi Model took shape over the years. The Punjab CM stated, “The Kejriwal Government’s work is truly mind-blowing. I thought such schools could only exist in US-Canada but they’ve done it here despite all challenges. During this visit, Deputy Chief Minister Shri Manish Sisodia, Health Minister Shri Satyendar Jain, Social Welfare Minister Shri Rajendra Pal Gautam, Punjab Education Minister Shri Gurmeet Singh Meet and Punjab Health Minister Dr Vijay Singla were present along with Rajya Sabha MP Shri Raghav Chadha, Delhi MLAs Ms Atishi and Shri Saurabh Bhardwaj and senior officers of the concerned departments.

Punjab CM Sardar Bhagwant Mann said, “What I have seen today is mind-blowing. We thought such schools only exist in US-Canada but what CM Shri Arvind Kejriwal has done is exceptional. They have built completely paperless digital classrooms. In fact, I’d label them as extra-digital, not even private schools can offer such quality. These schools have grand swimming pools, large multipurpose halls and state of the art laboratories. Students enrolled in Happiness classes get the opportunity to envision tremendous personal growth as well as progress and development for the nation. In the coming future, countless successful CEOs, engineers, doctors, scientists will be developed in these very schools. We met with people at the Mohalla Clinic who expressed that they cannot afford private healthcare at big hospitals, and that they opt for these clinics as they are closer to home and it’s where they receive homelike care; they are treated like family. They were delighted to share how they are benefiting from consultations, treatment, medicines, blood tests, etc – all free of cost. I have come to know that 95-96% people do not even need to go to any other health or treatment facilities as all their needs are met by the Mohalla Clinic in their locality. In case of severe illness or injuries, the clinic refers the patients to hospitals.”

He added, “Shri Arvind Kejriwal always asks – ‘Why can’t Punjab’s schools be as good as Delhi’s? Why can’t Punjab’s hospitals be reformed if the ones in Delhi can?’ I will take along a blueprint of Delhi’s education and health models for us to adapt. The Kejriwal Government has overcome many challenges especially of land to deliver quality infrastructure. We have enough scope for significant improvement and development in Punjab. Unlike Delhi, there is plenty of space in Punjab. We make the best use of our land, we will transform the smallest of our local schools. We will bring about great reform in the coming days by training teachers and motivating principals, as Shri Arvind Kejriwal’s government has done. Borrowing ideas from the Delhi Government, the Punjab Government will offer a better environment for its students and teachers to thrive in. Punjab will become the land of job-providers and not job seekers. We will transform the state, it is my word. We will put all our effort into Punjab’s progress and growth.”

Sardar Bhagwant Mann tweeted, “I visited a Mohalla Clinic in Delhi today with Chief Minister Shri Arvind Kejriwal. These clinics are being praised all over the world today. Following Delhi’s footsteps, we are committed to providing world class healthcare in Punjab as well. We will definitely learn from the immense progress works which have taken place in Delhi, and implement the same in Punjab.”

Regarding the school visit, his tweet read, “The school we visited today has grand halls, a swimming pool, students in Mindfulness classes, all indicating the next level of education. I talked to the students, many of whom have joined after leaving big private schools. Like Delhi, we will place full emphasis on education in Punjab as well. Soon you will get to see world class smart schools being developed in Punjab.”

Team Punjab gets a glimpse of smart education at Dr B R Ambedkar School of Excellence, Kalkaji

After arriving at Dr B R Ambedkar School of Excellence, Kalkaji, CM Shri Arvind Kejriwal, Punjab CM Sardar Bhagwant Mann and his delegation were welcomed and felicitated by Deputy CM Shri Manish Sisodia, local MLA Ms Atishi and Principal Secretary Education. They were then taken to a presentation by Shri Himanshu Gupta, Director Education and the Head of School, Shri M. Shariq, who presented a brief history and key features of the school. This was followed by a walk through the gallery where CM Mann was shown glimpses of the Delhi Education Model. He further went to visit a few classes and labs to observe and interact with students and teachers. The Punjab Delegation took special interest in observing the Class 10, ‘connected classroom’, Class 12 ‘smart classroom’ and a JEE preparation facilitated by Vidyamandir Classes. Sardar Bhagwant Mann further met with Business Blaster teams and saw working models prepared by students in the Kejriwal Government’s Innovation Lab.

Deputy CM Shri Manish Sisodia talked about the innovative approach behind the Ambedkar Schools. “Some children have special talents. Say a child wants to become an artist. If all the subjects are taught to that child, then he can also fail in some subjects. Therefore, we have made a separate performing and visual art school for such children to enhance their talent. Likewise we have STEM schools too. These children study through laptops and do not use notebooks,” he said. During this time, CM Arvind Kejriwal and Deputy CM Manish Sisodia asked children about their experience of smart classes. CM Arvind Kejriwal and CM Bhagwant Mann interacted with the children of the business blasters program at length. CM Arvind Kejriwal explained that the Delhi Government gives two thousand rupees to every child and with the help of this money, children work on their business ideas. He talked about the Investors Summit which was organised to help these children expand their businesses.

CM Arvind Kejriwal explains primary healthcare model at Mohalla Clinic, Chirag Enclave:

After visiting the ASoSE the team reached the Aam Aadmi Mohalla Clinic, Chirag Enclave and was welcomed by Health Minister Shri Satyendar Jain, Chief Secretary, Principal Secretary (Health), Secretary (Health), Special Secretary (Health), Director DHS. The Health Team of Delhi also presented the primary healthcare model to the Punjab CM on the occasion. At the Mohalla Clinic, Dr Shaili Kabra, the SPO of the AAMC, gave a guided tour to CM Sardar Bhagwant Mann and Punjab Health Minister Dr Vijay Singla through the clinic. She explained to them how a patient gets registered through IT Tools and Tablets. They were then shown how the doctor conducts checkups and provisional diagnosis at the facility. Here, CM Shri Arvind Kejriwal explained the whole process in depth and took the team to show how medicines are issued and procured at the AAMC. He then explained how the government offers free lab testing at the Mohalla Clinics and how the whole system works.

The Aam Aadmi Mohalla Clinic has been conceptualised as a mechanism to provide quality primary health care services accessible within the communities in Delhi at their doorstep. The setting up of AAMCs has been envisaged in the form of Pre-Engineered Insulated Box Type re-located Structures (Porta cabins) which are to be manufactured and installed through PWD. 1000 such clinics are proposed to be opened all over Delhi. In order to fill the gaps in services, there has been a paradigm shift in reorganising of health care services under Kejriwal Government with a four tier health care delivery system has been created which are: Aam Aadmi Mohalla Clinic- for primary healthcare; Multi Specialty Poly Clinic- for secondary health care in the form of OPD consultation by specialist doctors including diagnostics; Multi-Specialty Hospital- for IPD care (earlier called Secondary Level Hospital); Super-Specialty Hospital- (earlier called Tertiary Level Hospital).

Vision behind Mohalla Clinics

The vision of Delhi Government is to combine the power of technology innovations and multi stakeholder partnerships to deliver quality primary health care and provide Universal Health Coverage (UHC) to the citizens of the state. Mission of AAMC is to champion Universal Health through rational, compassionate, ethical basic primary health care services at doorstep and provide assurance for all healthcare needs.

Present status

It is noteworthy that a total of 5,48,94,925 OPDs have been attended and over 140 medicines and 230 tests are being provided free of cost at the Mohalla Clinics.

CM Bhagwant Mann attends Happiness and Deshbhakti Classes at Kautilya Government Sarvodaya Co-ed Vidyalaya, Chirag Enclave

At the Kautilya Government Sarvodaya Co-ed Vidyalaya, Chirag Enclave, CM Shri Arvind Kejriwal and Sardar Bhagwant Mann were welcomed by an NCC band that honoured their presence with a guard of honour. Delhi Deputy CM and Education Minister Shri Manish Sisodia, Punjab Education Minister Shri Gurmeet Singh Hayer and local MLA Shri Saurabh Bhardwaj were also present on the occasion. Dr. C. S. Verma, Principal of the school who presented a brief history and key features of the school to the delegation. In this meeting, the Principal said that the Kejriwal Government promotes world class education. All the principals were told to prepare their vision for education. After which, the Principals of 54 schools presented their vision on the basis of which the Delhi Government launched a revolutionary change in schools. The dignitaries then walked towards the swimming pool facility and saw the Kejriwal Government’s young athletes train at the pool. CM Bhagwant Mann then went to a few classes and labs to observe and interact with students and teachers. The Punjab CM and his education minister Gurmeet Singh Hayer took keen interest in the Happiness Class at the school and went ahead to attend it. Upon entering the Happiness Class, both the CMs were greeted by the students with handmade smiley badges. The whole delegation of dignitaries of Punjab and Delhi sat amongst the students for a meditation session at the request of a student who wanted to explain to Sardar Bhagwant Mann how the Happiness Curriculum helps them. They then visited the Astronomy Lab, Biology Lab, Chemistry Lab, Physics Lab, Travel and Tourism Lab. The Punjab CM was amazed to see the Punjabi Language Room in the school where he was reminiscent of his own childhood. The delegation later went to a smart classroom where the Deshbhakti Class was going on; here, Deputy CM Shri Manish Sisodia explained the whole concept of Deshbhakti Curriculum and its classes to the delegation as they engaged in Deshbhakti Dhyaan. A short film on the transformation of Delhi Government Schools was also shown to them.

Happiness Curriculum

Based on the science of emotions, this course attempts to build emotional resilience in children in a holistic manner. Its main objective is to develop the skills of critical thinking and inquiry in children, empowering children to express themselves independently and creatively, developing a holistic approach to education in a universal context.

Deshbhakti Curriculum

This course seeks to inculcate a true sense of love and pride for the country among the children. Its goal is to ensure that every child feels proud for our country. Children are taught about the glory of the country. Every child is made aware of their responsibility and duty towards the nation.

Punjab CM in awe of luxurious facilities at Rajiv Gandhi Super Speciality Hospital

After seeing the schools and mohalla clinics of the Kejriwal Government, the Punjab Delegation witnessed the revolution in government hospitals first hand. At the Rajiv Gandhi Super Speciality Hospital, Health Minister Shri Satyendar Jain showed the dignitaries all the revolutionary changes that have taken place in Delhi’s hospitals. He explained how the government has worked very hard to make these hospitals better than private ones and told the Punjab CM how people who usually went to very expensive private hospitals have started coming to free government facilities. Social Welfare Minister Shri Rajendra Pal Gautam was also present during this visit. The officials told CM Bhagwant Mann through a presentation that RGSSH is one of the largest tertiary care centres in Delhi. It is a 650 bedded hospital with focus areas of Cardiology, Cardiothoracic & Vascular Sciences, Gastroenterology, GI Surgery, Urology, School of Pulmonology & Critical Care. The hospital has state-of-the-art diagnostic services including Radiology, Laboratories & Blood Storage Centre. It has the most developed oxygen management systems with Liquid medical oxygen tanks, gas manifolds and 5 PSA plants. All 650 beds have monitors and central oxygen supply with suction facility. During COVID-19 it had 450 designated ICU beds. RGSSH has a total of 12 OTs with 10 completely modular which are remote operated with natural light and laminar flow.

Rajiv Gandhi Super Speciality Hospital, Tahirpur was the first hospital of Delhi to be completely converted to COVID Designated Hospital with a total of 650 beds out of which 450 were ICU beds with 200 ventilators for severe patients. Existing hospital infrastructure was modified to receive COVID-19 patients in the facility. RGSSH Instituted standard operating protocols for COVID-19 patient management. First post COVID clinic in the country was established at RGSSH on 20th August 2020. RGSSH established a Clinical Research Centre (CRC) exclusively for COVID-19 related research projects in collaboration with the Defence Institute of Physiology and Allied Sciences (DIPAS-DRDO). First randomised control trial was started in RGSSH on the efficacy of convalescent plasma therapy in patients with COVID-19. From the start of the first wave more than 5500 referred COVID patients were admitted out of which around 2700 were admitted in ICU in critical condition.

Tamil Nadu CM MK Stalin also heaped praises of Kejriwal government’s schools and Mohalla Clinics

It is noteworthy that the historical work done by the Kejriwal government in the education and health sector is being discussed in the whole country today and gaining fame across the world. Many dignitaries from the country and abroad have come to see the schools of the Kejriwal Government. More recently, Tamil Nadu Chief Minister Thiru M.K. Stalin came to see the schools and Mohalla Clinics of the Kejriwal Government. Thiru M.K. Stalin was in awe of the Kejriwal Government’s schools and Mohalla Clinics. CM M.K. Stalin talked about setting up a world class model school in Chennai. He also invited CM Shri Arvind Kejriwal to come to Tamil Nadu.

Hussain Ibrahim Al Hammadi, Education Minister of UAE; Md Zakir Hossain, Minister of State for Primary and Mass Education, Bangladesh. The list also includes, Prajakt Tanpure, Minister of Higher Education; Maharashtra, Sanjay Bansode, Minister of State, Maharashtra; MK Stalin Chief Minister, Tamil Nadu; Thokchom Radheshyam, Education Minister, Manipur; Samir Ranjan Dash, Education Minister, Odisha; Prabhuram Chaudhary, Minister of Education, Madhya Pradesh; Lahkmen Rymbui, Minister of Education, Meghalaya; Konchok Stanzin, Councillor-in charge for Education for Ladakh Hill Council; R Kamalakannan, Minister of Education, Puducherry; and K Tokugha Sukhalu, Minister of Education, Nagaland.
