In a historic first, Delhi Chief Minister Shri Arvind Kejriwal and Punjab Chief Minister Sardar Bhagwant Mann signed a Knowledge Sharing Agreement (KSA) between the states to enable them to cooperate for public welfare. The KSA further empowers the two Governments to send and receive officials, ministers and other personnel to learn and share their knowledge, experience and skills for public welfare. Sharing details about the agreement, Delhi CM Shri Arvind Kejriwal said, “We have inked a Knowledge Sharing Agreement with the Punjab Government, marking a new experiment in India’s history that such an agreement to exchange knowledge has been struck. Reacting to the development, the Punjab CM stated, “The Knowledge Sharing Agreement between the Delhi and Punjab governments is a watershed moment in Indian history. Both governments will benefit from each other’s experiences; Punjab will benefit from and replicate Delhi’s revolutionary endeavours; Delhi would learn from our policies too. We will make the best use of each other’s knowledge; we will make Punjab Hasta-Khelta-Rangla Punjab again.”
Before the KSA was signed, the delegation of Delhi’s Ministers and Officials gave an in-depth presentation on the state’s Education and Health Models to their Punjab counterparts. Notably, about 1.8 million children of Delhi are enrolled in 1,068 schools run by the Delhi Government. About 25% of the total state budget is dedicated to education consistently. The Main Pillars of Delhi’s education revolution are Quality Infrastructure, Strong School Community, Capacity building of Teachers and Curriculum Reforms. The Delhi Health Model follows an Aam Aadmi approach to extend quality healthcare services from mohallas to hospitals. With a vision to provide accessible, affordable & quality healthcare. The Kejriwal Government has raised its capital expenditure for health care by 5.5 times so far. The Delhi Government has established a four-tier healthcare system with 38 government hospitals, 30 polyclinics, 414 dispensaries, 519 Mohalla Clinics and 20 School Health Clinics.
The Delhi Government under the leadership of Chief Minister Shri Arvind Kejriwal signed a knowledge sharing agreement with the Punjab Government led by Chief Minister Sardar Bhagwant Mann today. The Knowledge Sharing Agreement will enable them to cooperate for public welfare. The KSA was signed in the presence of Delhi Deputy Chief Minister Shri Manish Sisodia and Health Minister Shri Satyendar Jain as well as Punjab’s Education Minister Shri Gurmeet Singh Hayer and Health Minister Dr Vijay Singla. Rajya Sabha MP Shri Raghav Chadha was also present at the event along with the Chief Secretaries and top-ranking officials of both the states.
State governments of the country lacked the spirit of exchange of ideas and learning from one another: CM Arvind Kejriwal
Chief Minister Shri Arvind Kejriwal said, “The Government of NCT of Delhi and the Government of Punjab have signed an agreement, which I believe is a highly unique occurrence in the history of independent India – that governments are stepping up to learn from each other and signing MoUs for the same. It would be wrong to claim that only our government in Delhi has done progressive works in the country so far. There are many examples of exceptional development trajectories undertaken by various state governments led by different parties over time. There have been several islands of excellence across the country at different points in time at different geographies. However, the one department that the country lacked was the spirit of exchange of ideas and learning from one another. As a country, we did not make the effort to follow the lead of these exceptional islands, as we continued to stand divided along state and party lines. We kept on reinventing the wheel, instead of building more advanced mechanisms out of it. Hence, this Knowledge Sharing Agreement which we have signed today is a new kind of collaboration, through which we will ensure that the praises which are being sung about Delhi’s health and education models all over the world today, reflect for Punjab soon.”

On the occasion, Punjab Chief Minister Sardar Bhagwant Mann said, “As Shri Arvind Kejriwal shared, we have signed this Knowledge Sharing Agreement between the Delhi and Punjab governments. Wise men say that one should not miss a single opportunity to learn something new and noble. We should remain students throughout our lives and keep the flame of curiosity and learning burning. A lot can be learned from the fresh outlook and innocence of a little child as well as the experience of a senior citizen. Yesterday we visited Delhi government’s Mohalla Clinics, schools, and hospitals. As an artist when I would travel all over the world for my shows, I had the chance to see schools and hospitals in Canada and America as well. But the technological advancements and the confidence in students that we were met with here in Delhi was unparalleled. We hence wish to incorporate these developments in Punjab to take our state to the next level like Delhi.
Delhi Government Hospitals general ward was better equipped than ICUs in most hospitals: CM Bhagwant Mann
He continued, “There are over 19,000 government schools in Punjab with around 23 lac students studying in them. On the other hand, Delhi has over 18 lac students in just 1,000-1,100 schools. So Punjab has ample space including school land, Panchayat land, and more for the development of various new facilities like grand sports grounds. Punjab was earlier renowned for its excellence in sports, but the mismanagement by several state governments led to the downfall of this title and jinxed Punjab’s performance. Moreover, existing government schools and hospitals are in a dismal condition despite having teachers and doctors, due to the failing infrastructure and lack of facilities. During the COVID crisis, when I arranged for ventilators through MPLADS, we would have to donate it to some high-end private hospital because the district level hospitals did not have any doctors to operate the machine and support ventilator patients. I offered to provide AC and ventilator equipped ambulances as well, which they turned down citing lack of drivers, anaesthesiologists and other specialists. When I arrived here, I saw how a government hospital was running some 12 OTs in a single line when we visited the Rajiv Gandhi Super Speciality Hospital; how their general ward was better equipped than ICUs in most hospitals. Anyone can avail the treatment in these wards.”
Education and health are our priorities like the Delhi Government: CM Bhagwant Mann
The Punjab CM further said, “If one visits a government hospital, they normally come across a peculiar stench of medicines. In many of Punjab’s government hospitals, pigeons can be spotted nesting in the dysfunctional MRI machines, which are ignored. Similarly, the schools have been simply painted over and branded as ‘Smart Schools’. A school doesn’t become smart by merely polishing from the outside, we need to focus on what kind of education is being imparted to its students which will tell us how ‘smart’ the school really is. You cannot treat cancer by applying balm to your skin – you need aggressive treatment like chemotherapy for it. Education and health are therefore our priorities like the Delhi Government, and like Delhi, we have promised to bring about a transformation in these sectors in Punjab as well. Many opposition leaders are raising their objections against the agreement we have signed today, speculating what this KSA means for Delhi and Punjab. Under this knowledge sharing agreement, I would like to inform everyone, for example, Punjab is an agrarian state, and if Delhi’s Agriculture department wishes to learn from Punjab’s respective department, they can efficiently do so through multiple visits, collaborations, etc. If we are required to visit other states or even Italy to learn something new for the sake of our states’ development, we will do so. We will openly invite stakeholders from other states and countries as well. Currently, many projects in Delhi are running in collaboration with Singapore. Delhi’s government school teachers were sent abroad for training, to places like Cambridge, after which they came back and implemented their learnings here; their ideas hence changed the face of these schools.”

He concluded, “So our ultimate goal is to revive Punjab’s glory. When we visited the government school yesterday, I asked students what they want to be when they grow up. Some said doctor, some engineer, a girl voiced her wish to enrol in the NDA – which felt truly heartwarming, especially given how well Punjab was known for when it comes to defence services with a majority of veteran officers hailing from the state. Hence, we wish to bring back Punjab’s glory days, to make the state, its people, especially its farmers flourish again. It is highly unfortunate how today’s farmer in Punjab is feeling compelled to resort to suicide, because the past governments have fractured the system and left them with no choice. All they have done is indulge in election gimmicks and false promises on paper, and driven the farmers further into a never ending debt. On the contrary, we are now beginning to introduce new farming ideas and techniques, to revive the underground water levels, to increase the variety of crops, and more such reforms. Hence, through this Knowledge Sharing Agreement, we will develop Punjab’s health, education, electricity, and other sectors. Back in 2015 when Shri Arvind Kejriwal took the oath as Delhi’s Chief Minister, electricity here was extremely expensive, costs being the highest in the country. Today, the cheapest electricity supply is found in Delhi, despite being sourced from private companies. Delhi also does not produce its own electricity like Punjab does, yet it has ensured free and uninterrupted supply throughout the state. The roadmap for implementing the same model will be developed for Punjab. I am therefore highly delighted to sign this KSA with CM Shri Arvind Kejriwal and his government today for the sake of a brighter tomorrow for Punjab – maybe one day our name will appear in some corner of Punjab’s chronicle of glory and the soaring heights it achieved after we formed our government here.”

Before the press conference, the delegation of Delhi’s Ministers and Officials gave an in-depth presentation on Education and Health to their Punjab counterparts. On this occasion, Delhi CM Shri Arvind Kejriwal addressed the dignitaries and assured them to not be overwhelmed and follow the process step-by-step. He stated, “All of Delhi’s government schools have fared outstanding results. In the last academic session, 99.7% of class 12 students passed with flying colours. This impressive result reflects the significant improvement that our schools have undergone. It is proof for the world to believe that a much needed revolution has taken place in Delhi’s education sector, and that the Delhi Government has delivered on its promises to transform government schools. When people hear about these results and the fact that some 4 lac students have left private schools to join Delhi’s government schools, they cannot help but believe in our education model and the progress which is being made in the sector. Hence, our utmost priority is the all-round development of students so that they are able to perform to the best of their abilities and secure the highest grades and results. Our second focus is on the content of the academic and co-curricular syllabus – on what it is the students are being taught. Through the various unique curricula like Deshbhakti, Happiness, and EMC, we will aim to subsequently inculcate great values in students for their holistic development. However, this step can only take place once the existing academic results improve, and once we provide an environment for the students to thrive in, which can only be achieved by fixing the schools first and foremost.”
Elaborating on the revolution in Delhi’s education sector, Shri Arvind Kejriwal added, “This transformation has three parts — first, infrastructure of schools needs to be improved, for which adequate budget allocation is required. In Delhi, when we began working on school infrastructure, we focused on four major aspects of the process – beginning with cleaning of classrooms and washrooms in schools, sanitation issues, supply of clean drinking water, and security, for which there was no prior arrangement and students often ran out in the middle of a school day. These four things were improved by us as the initial step of revolutionising schools. After fixing the infrastructure of schools, we moved to the teachers. People would say that government school teachers did not do their duty well, that they were incompetent and rarely ever taught the students. This has never been the case – the teachers have always wanted to work, but they simply lacked the environment for them to properly impart education. So we worked on motivating the teachers, and sent them all over India and abroad for proper training. Third pillar of our transformation was the parents – to involve them in their children’s academic life as much as possible. For this, parent teacher meetings were organised, SMCs held, etc. Once we invested in these three aspects – infrastructure, teachers, and parents – everything began falling into place, and the results started speaking for themselves.”
Highlights of the Knowledge Sharing Agreement
The Government of NCT of Delhi and The Government of Punjab have entered into a Knowledge Sharing Agreement to enable them to cooperate for the public welfare. What is the Delhi Education Model?
About 1.8 million children of Delhi are enrolled in 1068 schools run by Delhi Government. Two kinds of schools run by Delhi Government: Universal and Specialised. While universal schools are open to every child of Delhi in K-12 or 6-12 grades, the specialised excellence schools are in grades 9-12 and admission is through an aptitude test. Dr. B.R. Ambedkar Schools of Specialised Excellence are part of the next generation reforms of Delhi Government. 31 specialised schools are in the domain of STEM, Humanities, High End 21st Century Skills, Performing & Visual Arts and Armed Force preparatory school. Specialised schools are affiliated with Delhi Board of School Education, operating in partnership with International Baccalaureate.
About 25% of the total state budget is dedicated to education consistently. Strong political commitment to education led by the Chief Minister & driven by the Deputy Chief Minister is evident in the model’s success. A strong team with educators and practitioners from within and outside of the government system helps enhance the pedagogy. Decentralisation of power and decision-making upto school level. Main Pillars of Delhi’s education revolution — Quality Infrastructure, Strong School Community, Capacity building of Teachers, Curriculum Reforms
Infrastructure: 50 new school buildings and 20,000 classrooms have been built. Staff rooms and nursery sections have been upgraded. Estate Managers have been appointed to assist schools in maintenance. State of the art sports facilities have also been developed with Astro turf and synthetic tracks in 12 schools and swimming pools in 23 schools. Along with these, 100 Montessori labs, science Innovation Hub having planetarium, museums, state of the art music studios, digital labs will be set up in the schools. The Kejriwal Government has also digitally empowered its classrooms with Connected Classrooms, Smart Classrooms and Access to Tablets.
Strong School Community: To build stronger school communities, the Kejriwal Government has formed 1000+ School Management Committees (SMCs). These SMCs have been empowered through regular engagement and capacity building programs. 35,000 School Mitras have been enlisted to support the SMCs. The government has also launched the Parents Samvaad to expand the outreach and Desh ke Mentors program to provide mentorship and guidance to the students.
Capacity Building of Teachers: To develop teachers as changemakers of the society, the Kejriwal Government has ensured training of school principals and teachers in IIMs, as well international institutes in Singapore, Finland and Cambridge. A Mentor Teacher program to accelerate the education reforms and provide academic support to the schools has also been developed. The Teacher Development Coordinator (TDC) program has helped create a community of learning and practice at school. The Cluster Leadership Development Program has developed school leaders through peer-learning sessions. Not just this but the famous Fulbright scholarship was awarded to 18 teachers of government schools. Training of teachers through the Regional English Language Office (RELO) of the American Embassy was also ensured by the government.
Curriculum Reforms & Reimagining Classroom Learning
Mission Buniyaad was developed by the Kejriwal Government to bridge the competency gap caused due to COVID-19. The program aims to prepare all students to be able to read their textbooks & acquire basic numeracy competency. Focus is laid exclusively on foundational skills for students of grade 3-9 in the first quarter of 2022-23.
Happiness Curriculum was developed to inculcate the skill of critical thinking & inquiry in the learners. It empowers learners to express themselves freely. Through the curriculum the Kejriwal Government has given a holistic approach to education in a universal context.
Entrepreneurship Mindset Curriculum — Irrespective of what they pursue, The Kejriwal Government wants students to think like an entrepreneur — willing to dream big, try new and challenging goals, be able to recognize opportunities around, and then plan and execute to bring them to fruition. EMC was launched in 2019 and has been executed on scale since then with ~1000 schools & EMC coordinators, ~19,000 EMC teachers and ~7.5 lakh students.
Deshbhakti Curriculum was launched on 28th September, 2021 by the Chief Minister with three goals: each and every child must feel pride for the nation. Children must be taught about the glories of the country. Each child must be made aware of their responsibility and duty towards the country. Instil among children the commitment to be prepared to contribute and also sacrifice for the nation.
Spoken English Class: The government’s goal was to improve at least one CEFR (Common European Framework of Reference) level through a 180 hours curriculum. Spoken English classes for senior secondary students to raise their spoken English level as per internationally accepted norms. More than 64,000 students have been taught as part of the program. Before the project 62.5% students were at level A1, only 22.5% remained at A1 after the project showing an improvement of 40%. Only 6% students were at level B1 or higher, post the classes 22% students were at level B1 or higher.
Major Education Reforms in Delhi
Delhi Board of School Education:
Delhi Board of School Education (DBSE) has been set up with three objectives: To provide an education at par with international standards which does not focus on rote learning. To deliver an education that is interdisciplinary in nature and based on child centric pedagogy. To establish continuous assessments that inform teaching and learning practices. The DBSE was piloted in 10 K-8 schools and 31 ASoSEs. An MoU signed with International Baccalaureate for enhanced pedagogy. The DBSE is aiming to initiate next generation of assessment reforms so that education moves away from rote learning,
Dr. B.R. Ambedkar Schools of Specialised Excellence (ASoSEs)
ASoSEs have been established to provide enabling spaces to students who are deeply interested and have aptitude in specific domains of study to realise their full potential to contribute and also sacrifice for the nation.
31 ASoSEs have been established in the fields of: Science, Technology, Engineering and Maths (STEM), Humanities, Performing and Visual Arts, High-end 21st Century Skills, Armed Forces Preparatory School.
2282 students were admitted last year out of ~20,000 applicants; ~80,000 applications received for ~4800 seats this year. Knowledge partners like IIT Delhi, NIFT Delhi, TISS, etc have been onboarded in different fields to deliver the specialised learning.

What is the Delhi Health Model?
The Delhi Health Model follows an Aam Aadmi Approach to extend quality healthcare services from mohallas to hospitals. With a vision to provide accessible, affordable & quality healthcare. Delhi has a population of approx 2 crore with a population density of 13,500 persons/sq km. To extend high level care to the residents, the Delhi Government has established 38 hospitals with 12,603 beds, of which 34 are Allopathy and 4 AYUSH hospitals. There are a total of 30 Delhi Government Polyclinics and 414 Dispensaries. There are 1,068 Private Hospitals & Nursing Homes in Delhi with 28,862 beds.
Setting an example of innovative health infrastructure, the Delhi Government has set up 519 Mohalla Clinics and 20 School Health Clinics across the city too. In order to fill the gaps in services, there has been a paradigm shift in reorganising of health care services under Kejriwal Government with a four tier health care delivery system has been created which are: Aam Aadmi Mohalla Clinic- for primary healthcare; Multi Specialty Poly Clinic- for secondary health care in the form of OPD consultation by specialist doctors including diagnostics; Multi-Specialty Hospital- for IPD care (earlier called Secondary Level Hospital); Super-Specialty Hospital- (earlier called Tertiary Level Hospital).
Quality healthcare for the Aam Aadmi under the Kejriwal Government
Before the Kejriwal Government came to power there used to be a scarcity of prescribed medicines in the hospitals and dispensaries. Only a limited number of tests were available at government facilities with pendency and non-availability of tests. There was minimum availability of diagnostic facilities like MRI, CT Scans and they were charged as per income status.
After the Kejriwal Government came to power, it issued an order for mandatory supply of prescribed drugs to patients. An Essential Drug List (EDL) was prepared with 1000+ medicines for Super Speciality Hospitals, 300+ medicines for Multispeciality Hospitals, 257+ medicines at Dispensary and 144 at Mohalla Clinics. There has been a decentralisation of procurement of drugs at the hospitals for any drugs not being provided by CPA. The 1031 Helpline has been operationalised for complaints of non-availability of prescribed drugs. All Mohalla clinics have a testing facility of 238 tests. Now, 29 private diagnostic centres are empanelled by the government. Cashless facilities for patients have been ensured at the centres with diagnosis free of charge for all.
Farishtey Dilli Ke scheme to help accident victims
The Farishtey Dilli Ke scheme is one of a kind initiative of the Kejriwal Government to ensure free treatment to victims of road accidents, burns and acid attacks. The scheme offers free treatment to all victims in private and government hospitals irrespective of their state of residence.
The scheme provides completely cashless treatment with no limit to the cost. Good samaritans who take the victims to the hospitals receive a cash incentive of Rs 2000 and an appreciation certificate from the government.
Free Surgery if delay in government hospitals
The Kejriwal Government follows an innovative approach of ensuring timely care for all residents. If the wait time for allotted date of surgery in a Delhi Government Hospital is more than 1 month then the patient can
approach any of the 62 empaneled NABH certified private hospitals for surgery. This is a completely cashless scheme with 1578 procedures being covered under it.
Push On Capital Infrastructure
There has been a 5.5 times increase in the capital budget of healthcare in Delhi under the Kejriwal Government. The Delhi Government has radically enhanced its oxygen infrastructure with 442 MT Buffer Reserve, 6000 D type Cylinders, 97 PSA plants and 2 Cryogenic Plants.
Polyclinics to provide specialists at the doorstep
The Kejriwal Government has developed 30 state of the art Polyclinics across the city. 64 more such Polyclinics will start soon. These polyclinics offer holistic treatment through specialists of Medicine, Surgery, Gynaecology, Paediatric, ENT, Skin, Ortho and Eye present at the centre.
School Health Clinics
Launched in March 2022 as a pilot in 20 schools, these schools’ health clinics offer both physical and mental healthcare services. For physical treatment, Doctors and ANMs are present at the clinic. While to ensure proper mental health of students Psychologists are available at the SHCs.
Mohalla Clinics
The Aam Aadmi Mohalla Clinic has been conceptualised as a mechanism to provide quality primary health care services accessible within the communities in Delhi at their doorstep. The setting up of AAMCs has been envisaged in the form of Pre-Engineered Insulated Box Type re-located Structures (Porta cabins) which are to be manufactured and installed through PWD. 1000 such clinics are proposed to be opened all over Delhi. The vision of Delhi Government is to combine the power of technology innovations and multi stakeholder partnerships to deliver quality primary health care and provide Universal Health Coverage (UHC) to the citizens of the state. Mission of AAMC is to champion Universal Health through rational, compassionate, ethical basic primary health care services at doorstep and provide assurance for all healthcare needs.
People of Delhi will get freedom from long hospital queues
After the implementation of the Health Information Management System, people will get freedom from the long queues of hospitals. They will be able to get an appointment with the doctor they wish to see by accessing an online portal from the comfort of their homes. They will be designated a time frame to meet the doctor and will be able to get consultation as per that.
The entire system will be digital and cloud based
The Delhi Government is trying to implement HIMS in all government hospitals of Delhi as soon as possible. Private hospitals will also be connected to it in a phased manner. All patient care related services like hospital administration, budgeting and planning, supply chain management, back end service and processes will be brought under this system. Health Cards will be issued through this system and will be available online for access. This will help the people of Delhi get all the information under one roof and immediate help in emergency cases. After its implementation, Delhi will become the only state in the country to have a cloud based health management system. At present, such a system is available in some developed countries like Sweden, Uganda and Germany.
Call Centres will be made for a centralised health helpline
To implement the HIMS project, a centralised call centre will be set up at two levels. In the first level, call centre operators will receive calls and messages from people. After logging in to the CRM, they will assess the case and get it resolved and inform the available health care staff concerned. The operator will give the relevant information to the caller and a report will be generated at the end. On the other hand, at the second level, doctors and experts of the Delhi Government will receive calls and messages and give appointments to the patient. If the case is an emergency, the helpline will accept their call immediately and talk to them to solve the problem. If need be, they will contact a specialist doctor of the concerned disease.
