A total of 11 officers will be appointed in each Zila Sainik Board, which will include the Secretary, Assistant Secretary, head clerk and staff, and other employees. Each Zila Sainik Board will receive approximately Rs 4 crore per year from the Kejriwal Government, while the four Sainik Boards will receive approximately Rs 16 crore per year. The Delhi Government will bear 40 percent of the total expenditure on the newly-formed Sainik Board.
A cabinet meeting was held today at the Delhi Secretariat under the leadership of Chief Minister Shri Arvind Kejriwal. All the ministers from the various departments were present at this meeting, during which Revenue Minister Shri Kailash Gahlot introduced the proposal to establish Zila Sainik Board in four districts of Delhi. All the Sainik Boards will be set up under the Rajya Sainik Board in the city. The Cabinet held a detailed discussion on the proposal and a decision was taken keeping in mind the benefit of the currently serving as well as ex-service people as they are an integral part of the family of Delhi residents.
As per the proposal, these four Zila Sainik Boards will be set up under the Rajya Sainik Board. One Sainik Board each will be set up in South West Delhi District, East Delhi District, North West Delhi District and Central Delhi District of Delhi. The Delhi government has the authority to establish the Zila Sainik Board in districts where the number of retired soldiers exceeds 7,500. There is a provision in the newly established Sainik Boards for the deputation of 11 officers and employees, including a secretary, assistant secretary, head clerk, and other staff members. A computer, computer table, chair, office table, and other necessary equipment will be purchased for each Zila Sainik Board, with an estimated cost of Rs 25 lakh. One crore rupees will be spent on the four Zila Sainik Boards in this manner. Similarly, each Zila Sainik Board will spend approximately Rs 4 crore on staff salaries and allowances, office maintenance, electricity, telephone, and vehicle fuel, among other things. The four Zila Sainik Boards will receive Rs 16 crore rupees in this manner. Similarly, approximately Rs. 17 crore will be spent on the four Zila Sainik Boards each year.
Advantages of formation of the Zila Sainik Board
The Zila Sainik Board is responsible for providing welfare, employment, rehabilitation, education, and other beneficial schemes to serving soldiers of the country’s armed forces, their families, retired soldiers, martyr widows, and their dependents. Some of the Zila Sainik Board’s responsibilities include — Monitoring the welfare of retired soldiers’ families and assisting them in representing their cases with local administration or defence authorities, resolving employment and other issues, assisting in resolving pension problems and land disputes, providing assistance in family care, medical, and court related matters.
Kejriwal Government’s objective of creating the Zila Sainik Board
The problems that retired soldiers have faced in recent years have steadily increased. Some of these have been linked to systemic socioeconomic changes, the breakdown of joint families, stiff competition in the job market, an increase in the cost of living, and the provision of medicines and educational facilities. As a result, in order to deal with the increased challenges, the organisation must be revitalised. Because there is only one Rajya Sainik Board in Delhi, these retired soldiers and their families have had to deal with a slew of issues. This is what prompted the establishment of four Zila Sainik Boards in Delhi. The Kejriwal Government hopes that this will go a long way toward alleviating the burden on these retired soldiers and their families. The majority of employees who come to the Rajya Sainik Board are elderly and have a variety of health issues. Therefor, the establishment of four Zila Sainik Boards will not only benefit all of the elderly who are experiencing difficulties in Rajya Sainik Board Delhi, but the government will also be able to meet the needs of these personnel more efficiently and effectively.
