In a landmark decision for the welfare of construction labour, the Kejriwal Government has decided to offer health check-ups & launch mobile creches for children on construction sites. The 39th board meeting of the Delhi Building and Other Construction Workers Welfare Board was conducted on Monday, under the chairmanship of Deputy Chief Minister Shri Manish Sisodia, who holds the charge of the Labour Ministry. In the meeting, two new schemes were announced for the construction workers across the capital- ‘Doctor on Wheels’ scheme for routine medical check-up of construction workers at the work site itself and mobile creches with state-of-the-art facilities to provide day-care to the children of workers at the construction sites.

Deputy CM Manish Sisodia said, “The Kejriwal Government’s ‘Doctor on Wheels’ scheme for construction workers will facilitate routine check-up of workers at construction sites. The Kejriwal Government will launch unique mobile creches for children of construction workers at sites; children will get better day-care facilities with modern services now. Despite stalled construction due to Corona and pollution, the Kejriwal Government supported construction workers by providing more than 600 crores as aid. The Kejriwal Government is running 17 welfare schemes for construction workers, with financial assistance of Rs 13 crore given to construction workers last year.”

Doctor on Wheels scheme for construction workers on work sites

The Delhi Government will start the “Doctor on Wheels” scheme for construction workers across the national capital. Under this scheme, along with organising medical check-up camps in every district, mobile vans in every district will visit various construction sites for routine check-ups of construction workers.

Mobile creches with state-of-the-art facilities for children of construction workers on work site

Apart from this, the government is starting another scheme for children of construction workers. Soon there will be state-of-the-art mobile creches for children on construction sites. This facility will ensure better day-care facilities for children of construction workers.

It is to be noted that a facility for free bus passes in DTC buses was started by the government for construction workers earlier this year.

In the meeting, the officials said that at present more than 17 lakh applications have been received by the board for getting the labour card. In order to ensure that only the eligible people get its benefit, the Deputy Chief Minister directed the officers to get the social audit done by an independent agency. For this, a 2-member committee will be formed which will send its proposal to the board for audit and audit will be done accordingly.

Delhi Building and Other Construction Workers Welfare Board is upgrading its website to provide easy access to schemes for construction workers

It is to be noted that, a few days back Shri Manish Sisodia had paid a surprise visit to the Labour Department office in Ashok Vihar. On finding the various irregularities in disbursement of funds under the scheme, he had suspended four officials of the department. In order to avoid any inconvenience to the construction workers, the Board is upgrading its website.

For the upskilling of construction workers by the Kejriwal government, a training program named ‘Kushal Karmi’ is being run by Delhi Skill and Entrepreneurship University (DSEU), where construction workers are given training at the construction site itself. The progress of this skill program was reviewed by Shri Sisodia. At present this program is being run in pilot phase with 200 construction workers at 3 construction sites and has shown good outcomes. Extending the scope of this skill program on the basis of pilot phase experiences, P.W.D. , DDA, DMR upskilling of 2 lakh construction workers will be done at various construction sites. Under this program construction workers who complete this 120-hour training are provided with a certificate of the course and a tool-kit.

COVID induced pandemic had stopped the construction activities across the capital, but Kejriwal government stood by construction workers at every step, provided assistance of Rs 611 crores

In the board meeting, it was noted that during the first wave of COVID, 1.18 lakh construction workers registered with the board were given an assistance amount of Rs 10,000 each. During this, the government provided a total financial assistance of Rs 118 crore to the workers.

During the second wave, construction activities were stopped due to the lockdown, 3.17 lakh construction workers were given financial assistance of Rs 158 crores. Last year, construction work was also put on hold for some time due to rising pollution levels during winters. During this, an amount of Rs 309 crore was distributed by the government in the account of 6.17 lakh construction workers.

Along with this, the construction workers who were tested COVID positive, were also given an assistance of Rs 10,000 each under Financial Medical Assistance.

During the meeting, the various works done by the board in the last 1.5 years were reviewed and discussed. The officials said that the board has provided financial assistance of over Rs 611 crore to the workers through various welfare schemes run by the Delhi government.

Kejriwal Government also provides financial assistance for education of children of construction workers; Rs 12.35 crores distributed to 16K students so far

Under its scheme, the Kejriwal government provides annual scholarships worth Rs 6000 to students of Class 1-8, Rs 8400 to students of class 9-10 and Rs 12000 to students of class 11-12.

Officials said that under this scholarship, Rs 4.8 crore has been distributed to 8062 children of classes 6-8, Rs 4.1 crore to 4,888 children of Class 9-10 and Rs 3.4 crore to 2841 children of class 11-12.

Over 13 crores distributed to 2.4k construction workers in past one year under 17 welfare schemes by government

Delhi Government is currently running 17 welfare schemes for construction workers and their families. Under these schemes, construction workers get Rs 3 lakh to Rs 5 lakh for house construction, Rs 30000 as maternity benefit, Rs 20000 loan and assistance, Rs 5000 for buying tools, 1 lakh on natural death of workers and accidental death. Pension of Rs 3000 per month, Rs 500-10,000 per month for education of children. Officials said that last year, 2440 construction workers were given assistance amounting to about Rs 13 crore under the claims of various schemes.

It is to be noted that the Kejriwal government is committed to provide dignified life to all the construction workers in the capital through various schemes. To ensure the timely implementation of the schemes, such reviews are held regularly by Deputy Chief MInister Shri Manish Sisodia.
