The Kejriwal Government has developed a world class Senior Citizen Home for the destitute elders of Delhi, which was inaugurated by Chief Minister Shri Arvind Kejriwal today. Babasaheb Dr. Bhimrao Ambedkar Senior Citizen Home in Kanti Nagar is the fourth such centre in Delhi, and a total of nine such homes will be ready soon. On the occasion, CM Shri Arvind Kejriwal stated – From today, a luxurious senior citizen home known as the ‘Baba Saheb Dr. Bhimrao Ambedkar Senior Citizen Niwas’ has opened in Delhi. I will take care of the elderly who have no one as their own son and help them lead a life of honour. In this residence, they will have access to cutting-edge amenities free of cost. Chief Minister Shri Arvind Kejriwal duly inaugurated the Dr. Babasaheb Ambedkar Senior Citizens residence, built in Shanti Mohalla, Kanti Nagar today in the form of a ribbon cutting ceremony. This Senior Citizen Residence has been dedicated to the elderly of Delhi in the memory of Babasaheb Dr. Bhimrao Ambedkar. After this, CM Arvind Kejriwal inspected the property and took note of the various facilities available. Officials of the Social Welfare Department informed the CM about the facilities available in Senior Citizen Residence in detail. Along with this, he also spoke about the various schemes being run by the Social Welfare Department. CM Arvind Kejriwal inspected the exhibition which was showcased at the centre and also shared his suggestions. CM Shri Arvind Kejriwal further interacted with the elderly living in the senior citizen residence and listened to their grievances as well as joyful stories. During this, the senior citizens gave their blessings to Shri Arvind Kejriwal and also took photographs with him.

Additionally, CM Shri Arvind Kejriwal inspected the kitchen section and tasted the food prepared for the elderly. A number of facilities have been provided for the entertainment of the elderly in the Senior Citizen Residence, which were taken stock of by the Chief Minister. The five-storey senior citizen residence has 117 rooms, out of which 81 rooms are for men, while 36 rooms are for women. Free accommodation, food, clothes, bedding, TV-radio, books, entertainment centre with bhajan-kirtan program, health & physiotherapy, and more such facilities will be available for the elderly. Three old age homes have already been inaugurated in Delhi, while the construction work for five more buildings is in progress. Round tables have been set up in the Senior Citizens residence for the elderly to interact with each other, to sit together and talk about their joys and sorrows. CM Shri Arvind Kejriwal also released a booklet compiled by the Social Welfare Department related to its achievements.

On the occasion of the inauguration of the Senior Citizen Home, CM Shri Arvind Kejriwal said, “I just took a tour of the Dr. Bhimrao Ambedkar Senior Citizen Home, which has been developed for the elderly of Delhi. It is truly a spectacular institute, equipped with proper facilities for accommodation without crowding, with 1 or 2 people per room, attached toilet-bathroom, sporting facilities, medicine and doctor consultation, physiotherapy, healthy food, library, and more. All these have been taken care of while creating this exceptional home for the elderly, where I believe they will sense a form of belonging – of a home away from home. While it is best if one does not feel the need to shift to such a facility and live at home. But, for those who are compelled to move into old age homes, we have tried our level best to ensure that they receive all the homely facilities, so that they do not feel the lack or loneliness of moving out of their homes.”

He continued, “Today, we are living in times where many elderly parents do not get along with their children, or many senior citizens that do not have children to look after them, and there are many such reasons which forces many people to leave their homes once they are old and senile. They have no one to take care of them at home, regardless of whether they come from rich families or poor. For all such people, we have developed many such residential facilities, and this is the fourth one. And I was informed that our aim is to develop a total of nine such homes to provide shelter to some thousand people. We will continue to work on this and build more such facilities to ensure that everyone who is forced to move out of their homes and has no one to look after them in their old age is taken care of and does not feel the lack of any facilities. I assure all those people – your government is with you, your own son is the Chief Minister who is standing at the forefront to take care of all your grievances.”

Encouraging the senior citizens to avail the government’s Tirth Yatra Yojna, he added, “I urge all of you to also avail the Mukhyamantri Tirth Yatra Yojna and go live your pilgrimage dreams out at your desired destinations. Due to the pandemic, we had to halt this scheme a few times. However, it has resumed yet again and with full force. Under this scheme, the Delhi Government provides free trips for people from all faiths to pilgrimage sites throughout the country. It covers many places including Dwarka, Haridwar-Rishikesh, Mathura-Vrindavan, Ayodhya, Ajmer Sharif, Rameshwaram, Shirdi, and others. All you need to do is register yourselves on the website – and all your travel from home and back, including AC-equipped trains, food, lodging is taken care of by the Delhi Government. It will prove to be a blessing for your soul once you take a trip to any of these places. I often go to drop devotees at the train station before their holy journeys, and meet them when they come back – the happiness visible on their faces thereafter is unparalleled. All the elderly who are listening to me today, I encourage you all to go register yourselves under the Tirth Yatra scheme and make pilgrimage to wherever your faith takes you. All those who will reside in these old age homes we are developing will also be taken on the pilgrimage tours of their choice.”

Shri Arvind Kejriwal further said, “In the past 7-8 years, the people of Delhi have worked wonders to ensure the progress of our state. Schools and hospitals underwent some splendid transformation, uninterrupted and free electricity supply was ensured, water supply improved, and many such improvements for the common public. The entire world is praising the kind of development that has taken place in Delhi in recent years. Everyone is applauding the people of Delhi for bringing about such impressive changes in the state. When I visited Punjab, it turned out that everyone there was already aware of the reform and development that has taken place in Delhi, I didn’t even need to mention it myself. The people of Punjab themselves would commend the improvements in schools and hospitals and other such sectors. The people of Punjab voted for us viewing Delhi as a prime example of our capabilities, I didn’t have to convince them at all. So, the people of Delhi are being praised throughout the country, and the world – that all 2 crores of them came together and transformed Delhi.”

He concluded, “I wholeheartedly congratulate everyone present here today on such a blessed occasion, and the Department of Social Welfare for developing such a splendid facility for our elderly. I hope and pray that the need for these old age homes dies out in future, and that everyone gets to live in their homes with their children taking care of them. But in compelling circumstances, these people will always have a second home to go to, and the Delhi Government will make sure of it. All the elderly who need it should not worry at all – your own son is sitting here in the state government, and he will make sure that you are taken care of.”

CM Shri Arvind Kejriwal also tweeted, “A luxurious senior citizen home named ‘Baba Saheb Dr. Bhimrao Ambedkar Senior Citizen Niwas’ has been opened in Delhi today. We will take care of the elderly who have no one to turn to and give them a life of honour. All the facilities will be absolutely free for them in this residence.”

Congratulating all department members as well as the people present on the momentous occasion, Social Welfare Minister Shri Rajendra Pal Gautam said, “14th April is Ambedkar Jayanti, and hence this Senior Citizen home has been named after Babasaheb Ambedkar. We have abstained from calling it an Ashram, and are calling it a Home instead to instil the feeling of homeliness, to assure that all residents in this facility will be well taken care of. CM Shri Arvind Kejriwal, in the form of Shravan Kumar, is always present to take care of all the elderly like his own parents, irrespective of their religion, caste, or economic background. He is providing pilgrimage tours to all. I have visited many old age homes across the country, which do not even provide basic nutritious food or physiotherapy to the elderly which they need in their age. CM Shri Arvind Kejriwal directed me to not refer to the facility we are building as an ‘old age home’ as it is more than that – it is a place for all senior citizens to receive facilities at par with those they get at home if not better. Babasaheb had a dream that everyone residing in India, irrespective of their socio-economic background, should have equal rights and opportunities as per the constitution. Hence, we intend to ensure that all the senior citizens who live in this Home feel that they are being taken care of, that we are their children. All those residing in Delhi’s senior citizen homes are provided with special care and nutritious diets; they include personal review visits from the CM himself every month to ensure efficient functioning. The three elements which CM Shri Arvind Kejriwal has reiterated is what makes the AAP Government is staunch honesty, patriotism, and humanity. We are therefore constantly working to deliver on these ideals – through this senior citizen home we intend to make sure that the elderly believe that Shri Arvind Kejriwal and his entire cabinet is there for them, to take care of them under all circumstances. Our fifth senior citizen home will soon be ready in Paschim Vihar, and we will continue to develop more such homes throughout Delhi. We have pledged to build the India of Babasaheb and Bhagat Singh’s dreams.”

Features of Dr. Bhimrao Ambedkar Memorial Senior Citizen Home

In order to provide dignified shelter to senior citizens, the Social Welfare Department, Government of Delhi is inaugurating Dr. Bhimrao Ambedkar Senior Citizens residence on 12th April 2022. In this residence, various facilities are provided for free with respect and shelter to such senior citizens who do not have adequate support to survive, or who have no one to look after them.

  • 50 ventilated rooms with attached toilet and shower room.

Eligibility Criteria for admission in institutions (open to destitute old and infirm persons):

-Age group of 60 years and above.
-Those who have none to support or maintain them
-Those who are not suffering from any infectious/communicable diseases.
-Those who are residents of Union Territory of Delhi

Admission Procedure

Admission to the institute is done on a voluntary basis and in such a case, any person desirous of admission will have to apply to the Deputy Director or Superintendent (Senior Citizen Residence) of Social Security Branch at the Social Welfare Department Headquarters along with certain documents and certificates. A copy of the age certificate, health certificate, proof of residence in Delhi or domicile certificate will have to be attached with the application. On receipt of the application, the Superintendent and Welfare Officer shall immediately complete the process of eligibility assessment to ascertain whether the applicant fulfils the eligibility requirements. The social inquiry report shall be submitted to the superintendent immediately after the field visit by the welfare officer. The superintendent will take decisions on the applications examined with his comments and recommendations before the State and Discharge Committee, District Social Welfare Officer and the Superintendent. Thereafter applicants will be informed to reside in the Senior Citizen Residence.

Senior Citizen Home for Elderly and Infirm

Senior Citizen Homes have been set up by the Social Welfare Department to provide shelter to helpless senior citizens. The objective of setting up Senior Citizen Homes is to provide safe and clean shelter, health services, entertainment and dignified life to the destitute. Already 3 such Senior Citizen Homes are being run by the department at Bindapur, Wajipur and Tahirpur

Senior Citizen Home – Kanti Nagar

The Senior Citizen Homes built at Bindapur, Wazirpur and Tahirpur have accommodated 50, 38 and 300 people respectively. At the same time, Dr. Babasaheb Ambedkar Senior Citizen Home was started by the department on 12th April at Shanti Mohalla, Kanti Nagar. Equipped with state-of-the-art facilities, these homes can accommodate about 117 people. A total of 9 Senior Citizen Homes are under completion at Chittaranjan Park, Rohini, Paschim Vihar, Geeta Colony, Chhatarpur, Janakpuri.

Facilities being given to the elderly by the Delhi Government

Maintenance and Appellate Tribunals

Under the Maintenance and Welfare of Parents and Senior Citizens Act 2007, and Delhi Maintenance and Welfare of Parents and Senior Citizens Rules, 2010,.14 Maintenance and 71 Appellate Tribunals have been established in Delhi. The objective behind setting up these Tribunals is to create awareness of legal provisions for senior citizens about maintenance and property rights. The Department appoints non- official members of these tribunals and provides siting allowance to them.

Delhi Elderline -14567

The Delhi Helpline for Senior Citizens was made operational on 25th July 2021. Elderline-14567 is a toll free number that aims to provide information, guidance, emotional support and field intervention for elderly in distress from 8AM to 8PM daily. The helpline receives 200 calls per day on an average. The system has a personalised approach wherein a caller is directly addressed by a Call Officer instead of a recorded message. Elderine is instrumental in addressing Elder Abuse in Delhi with designated Field Resource Officers in every district who can personally reach out to an elderty in need for rescue and rehabilitation.

Welfare measures for senior citizens

On behalf of the Social Welfare Department of Delhi, help and financial assistance is given to those senior citizens who do not have any means of their source of income. Various social security measures and assistance schemes are implemented by the Social Welfare Department to protect such senior citizens of the society from economic distress and difficulties in the event of illness, disability, destitute, poor and for their welfare. Including Senior Citizen Pension Scheme. Its objective is to provide social security through financial assistance to destitute, helpless persons.
